Misleading Opinions Inducing General Public for Stock Trading

The Securities and Exchange Commission of Pakistan (SECP) has observed that some capital market individuals are using the print/electronic/social media for giving their views/ opinions to induce the general public to trade on the stock exchange. These persons are neither qualified nor possess the requisite expertise/skill to furnish such opinions. As these views are not supported by any research and data, it encourages rumors that affect the overall investment sentiments. Misleading views of few individuals tantamount to inducing public, based on deceptive information, for investing in securities. Any such said activity by any person is prohibited in terms of Securities Act, 2015, the framework governing stock market trading.    While SECP encourages conducive regulatory environment for sustainable growth of capital markets, it is also responsible to maintain integrity and efficiency of the stock market. SECP introduces “trading only brokers” concept for expanding investor base

The Securities and Exchange Commission of Pakistan (SECP) has been undertaking a reform agenda to revitalize the capital market and promote expansion of investor base. It is felt that small and medium sized brokerage houses, alongside large ones, have a critical role to play in this regard. Based on representations received from various stakeholders including small sized brokers and recommendations of the Stock Market Reforms Committee, the SECP has issued a concept paper to introduce categorization of brokers for addressing the issue of custody of client assets. This concept is in line with international best practices and tailored to local market requirements. In the proposed regime, in order to provide maximum facilitation to small sized brokers, which would be categorized as Trading Only brokers and shall not retain custody of client assets, the minimum capital requirements for a brokerage licence are being reduced to Rs.15 million. SECP takes action against KASB Securities, DJM Securities

The development of transparent and efficient securities market is one of the prime objectives of the Securities and Exchange Commission of Pakistan (SECP). Accordingly, Securities Market Division of the SECP took enforcement actions and penalized the market participants for non-compliance with the regulatory framework during the month of March. Subsequent to the onsite inspections, enforcement actions were taken against three brokerage houses of the Karachi Stock Exchange Limited. A penalty of Rs500,000 was imposed on KASB Securities Limited primarily for   failure to maintain segregation of clients’ assets by the brokerage house. Moreover, a   penalty of Rs100,000 was imposed on   DJM Securities (Private) Limited  because of  irregularities identified in the calculation of net capital balance. Karachi Stocks closes slightly up

With year-end right around the corner, participation remained dull at the bourse. The benchmark index rose by mere 3 points to close at 25370.03 level compared to 25366.69 points of the previous day. Equity dealer at Topline Securities Asad Siddiqui said positive momentum continued in the cement sector and specially in FCCL, out of 17 listed stocks in the sector 12 closed in the green zone while one remained unchanged.  On the other hand, profit-taking was seen in oil and gas sector while some pressure was seen in fertilizer stocks barring Engro, which closed with gains of 3pc. FCCL, PTC and PAEL made up for the top 3 volume leaders with trade of 16.7m, 10.2m and 9.7m shares, respectively. Karachi Stocks 100 index tests 25,000 pts in intraday, closes 70 pts up

The Karachi stock market on the last trading day of the week Friday made an intraday high of 25,000 points for the first time in the history of Pakistan and closed below the said level with a rise of 70 points. Analysts cited hopes for improved Indo-Pak bilateral relations and interest of international investors in setting up power plants in Pakistan as the main reasons for the positive trend. The Karachi Stock Exchange (KSE) 100-share index gained 69.86 points or 0.28 percent to close at 24,870.55 points as compared to previous session’s 24,800.69 points. BoP’s profit up by 146% in 1H of 2013

The Bank of Punjab (BoP) has posted 146 percent yearly increase to Rs 1.00 billion profit after tax (PAT) in first half of 2013 as compared to Rs 405.5 million PAT in the same period of last year. The company’s earnings per share (EPS) increased to Rs 1.90 in first half of 2013 as compared to EPS of 77 paisas in the corresponding period of 2012, according to the company’s notice sent to the Karachi Stock Exchange on Friday. The company announced its financial results for half year and second quarter period that ended on June 30, 2013, where the company’s board of directors has not recommended final cash dividend and bonus shares to its shareholders for the half-year period that ended on June 30, 2013. However, on quarterly basis the BoP witnessed a massive increase in profitability by 155 percent to Rs 672.9 million PAT with EPS of Rs 1.90 in second quarter (April to June) of 2013 as compared to Rs 268.1 million PAT with EPS of 51 paisas in the corresponding period of last years....

SECP for improving corporate governance standards

The  Securities and Exchange Commission of Pakistan (SECP) conducted an awareness session on  the 2012 Code of Corporate Governance at the Islamabad Stock Exchange (ISE). It was held in collaboration with the ISE and was attended by CEOs, CFOs, company secretaries and internal auditors of companies listed at the ISE. The session opened with the brief remarks by Mian Ayaz Afzal, Managing Director, ISE, followed by a presentation by the SECP highlighting the revised code and a presentation by the ISE on compliance and enforcement of the code and a question-and-answer session. SECP positions itself better to prosecute insider traders

The Securities and Exchange Commission of Pakistan has issued a notification under Section 15D of the 1969 Securities and Exchange Ordinance read with section 40B of the 1997 Securities and Exchange Commission of Pakistan Act to specify the manner and form for the disclosure of inside information by the listed companies and by the persons discharging managerial responsibilities in listed companies. The notification will result in clearly defining the roles and responsibilities of the company as well as the person possessing the information. It also describes the obligation of stock exchanges with respect to dissemination of information so that no person takes undue advantage of the inside information. Profits grew by Rs 32.054 billion in 2012: MCB declares Rs 3 cash dividend, 10% bonus shares

The board of directors (BoD) of MCB Bank Ltd has declared final cash dividend of Rs 3 and 10 percent bonus shares, in addition to interim cash dividends of Rs 10 already paid for the year ended December 31, 2012, a statement of the bank said on Thursday. Earnings per share (EPS) for the year came to Rs 22.77 as compared to Rs 21.12 for December 31, 2011. Return on assets came to 2.95 percent, return on equity was recorded at 25.07 percent and book value per share improved to Rs 95.84. The BoD met under the chairmanship of Mian Mohammad Mansha to review the performance of the bank and approve the financial statements. For the year 2012, the bank reported profit before tax of Rs 32.054 billion and profit after tax of Rs 20.941 billion with an increase of 2.0 percent and 8.0 percent, respectively. NCCPL will provide centralized KYC services to the brokerage and mutual fund industry

In order to provide maximum facilitation to investors and to bring more transparency and accuracy to the KYC (Know Your Client) process, the SECP has taken the initiative of establishing a Centralized KYC Organization (CKO) and has designated the National Clearing Company of Pakistan Limited (NCCPL) to function as the CKO. The CKO shall develop a centralized web-based system named KYC Information System and maintain separate and exclusive database for the storage of KYC information entered by the market intermediaries.  At present, all entities in the capital market are performing registration/account opening process for their clients separately, which leads to duplication of effort and waste of resources. SECP sets up task force for better protection of minority shareholders

 The Securities and Exchange Commission of Pakistan (SECP) has established a task force to identify weaknesses and gaps in the current protection mechanism for the shareholders of the companies and suggest ways and means to overcome these through shareholder activism. The decision has come in the light of the prevalent international practices. In Malaysia, Minority Shareholder Watchdog Group (MSWG) or Badan Pengawas Pemegang Saham Minoriti Berhad, was set up in 2000 as a government initiative to be part of a broader capital market framework to bring about awareness and help protect the interests of minority shareholders through shareholder activism. KSE up by 148 points, closes up by 17000

The Karachi stock market finally managed to close above the psychological level of 17,000 points on Thursday due to heavy buying driven by good corporate results. The Karachi Stock Exchange (KSE) 100-share index gained 147.69 points or 0.87 percent to close at 17,056.36 points as compared to 16,908.67 points of the previous session. PRCL registers substantial growth

The break-up of Profit & Loss Account of PRCL in Underwriting Profit in nine months having ended on September 30, 2012, is Rs.578 million, as compared to Rs.283 million during the corresponding period last year. The investment income stood at Rs.785 million as compared to Rs.747 million while the rental and other income went up from Rs.36 million to Rs.45 million. The general and administration expenses were brought down from Rs.30 million to Rs.29 million with the exchange gain being Rs.39 million compared to Rs.27 million last year. SECP approves demutualization documents submitted by stock exchanges

The SECP has approved various documents submitted by the stock exchanges under  the  Stock Exchanges (Corporatization, Demutualization and Integration) Act, 2012. Promulgated on May 7, 2012, the Act provides  a framework for the corporatization, demutualization and integration of the stock exchanges . The demutualization  will bring the Pakistani capital market on a par with  other international jurisdictions,  result in enhanced governance and transparency at the stock exchanges  and will attract strategic investors which will not only provide equity and technical expertise but will also result in increased visibility of these exchanges on international capital market forums. Stock Exchanges (Corporatization, Demutualization and Integration) Law approved by the Parliament

The Stock Exchanges (Corporatization, Demutualization and Integration) Law has been approved in a joint session of the Parliament today.  This landmark achievement was long awaited since the passing of the bill by the  National Assembly in October 2009.This law is part of the SECP’s efforts to bring about structural and regulatory changes through legal reforms in the non bank financial market and the capital market. Other draft laws awaiting approval include Securities Law, Futures Trading Law, SECP Law and Corporate Rehabilitation Law. The  Demutualization  law provides a framework for the corporatization, demutualization and integration of the stock exchanges and had been drafted after consensus with all the stakeholders. Fee for CDC’s SMS alerts waived

As part of its mandate to provide for increased investor protection and nurture a more informed and vigilant investors’ community, the Securities and Exchange Commission of Pakistan (SECP) has approved the waiver of monthly subscription fee for short messaging service (SMS) alert facility provided to investor account holders by the Central Depository Company (CDC). This facility gives investors an added level of convenience by providing account information via cell phones through SMS alerts. Alerts about activities such as transfer of securities, credit of corporate entitlements, pledge transactions, listing/delisting of securities in the Central Depository System etc., are provided. The SMS Alert Facility at CDC complements the Unique Identification Number (UIN) Information System being offered by the National Clearing Company which provides investors with a real-time access to monitor their trading activities executed through their UINs. Broker-to-broker functionality at bonds automated trading system approved

As part of its mandate to develop the debt capital market in Pakistan, the Securities and Exchange Commission of Pakistan (SECP) has approved a regulatory framework to facilitate inter-exchange trades in listed term finance certificates (TFCs). A broker-to-broker (BTB) functionality has now been introduced at the Bonds Automated trading System (BATS). Earlier last year, BATS was revamped along the lines of Bloomberg-based E-Bond with various system enhancements aimed at facilitating price discovery in listed debt instruments and price negotiation between market participants in line with international standards. This system, however, was equipped only to support trading between brokers/investors of a stock exchange where such TFCs were listed and did not facilitate inter-exchange trading in TFCs listed on other stock exchanges.
